So, first I want to point out the utter lack of clarity in that quote. It's a lot of flowery language that is vague enough to be super quotable for a trillion different situations. But to respond...
Why choose to ever deal or think in absolutes? A person can be ambivalent to the advancement of "your" culture as well as every other interval along the spectrum of concern. Maybe that person, in the grand scheme of things does not care about whether his actions advance your culture or are even acceptable by your standards, but still wishes you no harm and would in fact more likely be your friend on the basis of you belonging to the same species. Culture is irrelevant in these harsh times. We're all people and none of us know we're doing the wrong thing.
I read the article, but I'm not surprised. There are always going to be people in every community that prey on or within or exploit elements of such to their personal gain.
On the side of Police presence, I like police presence in both the nature of appearing to be supportive and yet able to work as security along the lines of events hosted by.
But, there is growing imbalance with Minorities and Police lately in the U.S. and it is cause for discussion.
Personally, I just keep my distance....
