Saw there were few thread opened about that but couldn't find a solution.

It means you are trying to download more than 10 torrents at the same time.
The tracker says you are connected to 1,100.
10 torrents means the number you are just downloading, not seeding.

Currently I have 7 torrents downloading.
But just read that I need to stop before deleting. Guess that's why is giving the error.
Is there anyway of solving that?

I got it - partly download torrents are considered as "downloaded"?

Partly downloaded torrents are considered as "downloading", not "seeding". The tracker sees them as not complete, so included in your "currently downloading" limit of 10.
